Cleveland Still Working to Deal with Fallout from Power Outages 08/04/2004 Municipally owned Cleveland Public Power improved its ability to generate emergency power for the water system. Ciaccia said CPP failed to provide the backup power during the blackout. The water division also has rented one backup generator at a cost of $500,000 a year until permanent generators are installed.
